ABSTRACT: Water is irretrievable component of environment belonging to revive natural resources. According to European water chart we have to protect the water. Water is not commercial product like any other but, rather, a heritage which must be protected, defended and treated as such. It is necessary to avoid long-term deterioration of water quality and quantity and called for a perspective programme. In past period, the water management was oriented only to final product. That meaned the maximum exploitable amount of water resources without any consider to side effect to environment. Since the beginning of 90-ties the foreground is environmental protection of using water resources. Because exploiting of water resources created conflict of interests with demands on environment protection it was necessary to make some conception /methods/ on the basis of which these demands would work.
